We note that the announcement requires that cosmetics manufacturers that have not obtained the "Cosmetic Production License" shall not engage in cosmetic production after January 1, 2017.
However, cosmetics manufacturers who hold the original "National Industrial Product Production License" and "Cosmetic Production Enterprise Health License" can sell products produced before December 31, 2016 until the end of the validity period.
In addition, the opening of the new certificate also marks that the original cosmetic packaging printed with the production license of industrial products will withdraw from the historical stage.
According to public information, usually seen the "QS" mark for the industrial product production license mark, the product with the "QS" mark indicates that the product has passed the mandatory inspection and is allowed to enter the market for sale.
In September 2005, cosmetics were included in the ranks of "QS" certification, with the promulgation of the "cosmetics production license", so that the "QS" mark gradually withdrew from the historical stage.
However, the Administration of Food and Drug Administration for the original "QS" packaging label use period compared with the new certificate opening date delayed half a year, that is, since July 1, 2017, the production of cosmetics, must use the "cosmetics production license" information of the new packaging label.
